The concept of fire exclusion has little valid meaning without being preceded by the word "attempted" -- we can attempt to exclude fire from areas of a landscape, but the result of that attempt is most often a drastic change in fire regime -- to a very long fire return interval -- but not truly fire exclusion. Unrestrained fire suppression is an attempt to exclude fire.
